Building sustainable and long-term transparency mechanisms as well as ensuring high accountability has an essential role in effective management of extractive industry revenues. In particular, in resource-rich countries where extractive industry revenues constitute large portion of state revenues it is necessary to strengthen relevant mechanisms in the field of transparency and accountability of extractive revenues and improve institutional structures in line with international standards in these countries.
Special attention is always attached to transparency and accountability in the Republic of Azerbaijan as important factors for sustainable operation and development of state-of-the-art government system. Notable results have been achieved in this field, at the same time, the measures to expand introduction of information-communication technologies in public administration, ensure broader transparency in access to information and increase public participation and to strengthen cooperation with civil society organizations are being continued up to the date.
Greater value is attached to enhanced transparency and accountability, as well as the internationally accepted principles within the framework of sustainable strategy for the fight against corruption and closer cooperation with specialized international organizations.
Ensuring the promotion of higher transparency in extractive industry, Azerbaijan joined the Extractive Industries Transparency Initiative, becoming the first ever country with full membership status at this Initiative and published all related reports periodically. The achievement of transparency in extractive industry and measures for improvement of public services in the country received high international appreciation, and Azerbaijan was awarded the UN Public Services Award and Extractive Industries Transparency Initiative Award in 2009.
Azerbaijan supports all international efforts to ensure transparency and accountability in extractive industry regardless of its membership in any international initiatives, and it is dedicated to continue with the implementation of international standards.
The Decree On Additional Measures to Increase Transparency and Accountability in the Extractive Industry, signed by the President of the Republic of Azerbaijan Ilham Aliyev on April 5, 2017, was a logical continuation of these statements. The Decree reflects continuation of the management of wealth for the welfare of its citizens, envisaging the continuation of international principles and standards. In accordance with the Decree, the Extractive Industries Transparency Commission was established to ensure transparency and accountability in the extractive industry.
